Michigan Gov. Rick Snyder will announce at noon Friday that he agrees with a panel's findings that Detroit is in a financial emergency, a source close to the governor says.

The determination eventually could lead the governor to install an emergency manager for the city, the source said.

But the city will have 10 days to appeal Snyder's finding before such an appointment is made.
