Pontiac election officials completed a recount Monday and confirmed that the city will have a new mayor when the office changes hands next month.

Mayor-elect Willie Payne won the Nov. 6 election over current Mayor Walter Moore in a close race. Payne's 5,019 votes were 69 more than his rival.

Moore immediately called for a recount and refused to concede the election. Election officials said Monday that the outgoing mayor picked up two votes after the recount, but not enough to declare him the winner.

Payne, a Pontiac police officer, has criticized the mayor publicly for complicating his transition. Payne accused the Moore administration of refusing to turn over books and documents and to release funds needed to help his team prepare to assume office.

Moore repeatedly denied the accusations.
