Bowman: Police Killed Tamara Greene

DETROIT -- A former Detroit homicide lieutenant filed a 10-page affidavit in federal court Monday saying he believes a Detroit police officer killed exotic dancer Tamara Greene.

Despite denials by the mayor and a state investigation that claims the party was an urban legend, the story has persisted and has been fueled by a federal lawsuit filed on behalf of Greene's 14-year-old son.
The affidavit from former Detroit homicide Lt. Alvin Bowman was filed as part of the federal lawsuit.
The lawsuit alleges Mayor Kwame Kilpatrick and members of the city's police department tried to block the investigation.
Bowman has said higher-ups blocked the investigation while he was trying to work it and that he was later demoted because he refused to drop the case.
Bowman sued the city and was awarded $200,000. He eventually left the force.
Bowman's affidavit lays out how Detroit police executives, including then-Chief Jerry Oliver and his successor, Ella Bully Cummings, sabotaged his investigation.
He said reports were deleted from homicide computers and the file itself was locked up, so Bowman couldn't see it.
He also claimed that state police obtained phone records linking Greene to a high-ranking city employee just before her death.
Greene was shot 18 times while sitting in her car on April 30, 2003.
Bowman said he believes a Detroit officer killed her because the way she was shot indicated the shooter had firearms training, and the .40-caliber shell casings found at the scene are used by Detroit police officers.
Lawyer Mayer Morganroth, who is defending the city in the suit, scoffed at the allegations and said drug dealers also use .40-caliber Glock pistols.
Greene's boyfriend was also in the car and was wounded by the gunfire but was not killed.
Bowman said that is an indication that Greene was the only target.
The city would not comment on Bowman's allegation.
