Two men saw the incident and chased Heard, tackled him and held him until officers arrived.

The woman found her purse in a nearby alleyway. She was not injured in the incident.

The Wayne County Prosecutor's Office charged Heard with larceny from a person. He was arraigned in 34th District Court.

Heard is being held on $1,000 bail. A probable cause conference is scheduled for Feb. 10 and a preliminary exam is scheduled for Feb. 17.

"Crimes of this nature will not be tolerated in Dearborn," Dearborn police Chief Ron Haddad said. "These brazen acts destroy citizens' quality of life, and while I do not encourage witnesses to detain suspects, I commend these two for assisting a citizen in need."
