Dogs' Owner Cited After Attack

DETROIT -- A Detroit woman was in stable condition at a Detroit hospital after she was mauled by two pit bulls Wednesday morning.
Residents of the Detroit west side neighborhood said the dogs have been terrorizing them for a long time, but this is the first time a woman was seriously attacked.
"Yesterday, they was out of control over here. You walk down the street, they follow you. It's terrible," said neighbor Tenneh Fallah.
The woman, who is in her 30s, was attacked while walking down Westbrook Road. Witnesses said the two dogs bit her in the arm and leg.
"Her right arm is busted open, and her right leg is scratched up because the dogs were dragging her," said the victim's cousin, Robert Smiley.
Smiley said his cousin was shaken up after the attack and was having a hard time breathing. Paramedics told Smiley that she was having a panic attack.
After the attack, police, with dog poles in hands, tried to catch the dogs, but they weren't able to until the dog's owner coaxed them into a police cruiser.
Resident Johnnie Scott said her grandson was nearly attacked Monday, but he leapt to safety.
"He jumped up on the van, I don't know how he cleared that van, but he got up there," said Scott.
Fellah said she won't even let her children play outside or walk to the store because the dogs are always on the loose.
Neighbors said they are sick of the vicious dogs terrorizing the streets and that they have complained to animal control about the dogs before, but their complaints have fallen on deaf ears.
Local 4 has learned the dog's owner has been cited several times, and he was cited again Wednesday after the attack.
"The people with dogs need to get prosecuted," said Fallah.
The dogs were in quarantine at animal control.
