New Law Clarifies What Day Care Is

Baby-sitting Exempted From Day Care Classification

Michigan Governor Jennifer Granholm has signed legislation exempting baby-sitting from the state's day care laws.

A movement to change the law arose this past summer when an Irving Township woman was told by the state she was running an unlicensed day-car operation.

Lisa Snyder was watching her neighbors' children as they waited at a school bus stop. Someone in the neighborhood and complained to the Michigan Department of Human Services.

Snyder also allowed neighborhood children into her home when it was raining.

Public Act 155 (HB 5514) exempts uncompensated child care and baby-sitting from the licensing requirements of day-care. It defines baby-sitting as caring for another's child for less than $600 dollars a year.

The governor was pleased to sign the measure into law.

"This amendment to the definition of a family child-care home is clearer than the earlier language on the books," Granholm said. "It makes it easier for the state and the public to identify when a license is, or isn't needed."
