Mayor, City Council working to find plan that will save leadership, finances

DETROIT – Detroit Mayor Dave Bing on Tuesday delivered a counter-proposal to Gov. Rick Snyder's consent agreement for the city.

Bing and the City Council have been negotiating a draft of the counter-proposal.

Councilman James Tate said earlier in the day that the core of the counter-proposal was aimed at making the state happy but keeping Detroit's elected officials in charge.

Tate had said city leaders knew the urgency and seriousness of the task at hand, but wanted to make sure it's given due diligence.

"It's better right than rushed. That's always my philosophy …. Because if you do something out of haste, and clearly we know the clock is ticking, you have to make sure you're doing what you can to protect the citizens," Tate said.

Review team deadline

A state-appointed review team has until Monday to present its findings and recommendations to Snyder. A financial emergency determination could lead to Snyder's appointment of an emergency manager. A consent agreement would head off an emergency manager and leave some local control in the hands of the mayor and the council.
