DETROIT -

A crowd of people has filled the Coleman A. Young Municipal Center lobby demanding an audience with Detroit's newly appointed emergency manager.

Thursday's City Hall demonstration comes the same day a coalition of groups filed a federal lawsuit against Michigan's emergency manager law. They include unions, elected officials from several cities and clergy.

Demonstrators chanted and sang while sitting on the lobby's floor. Security guards denied them access to elevators leading to Kevyn Orr's office on the 11th floor.

Public Act 436 took effect Thursday and allows state-appointed emergency managers the power to negotiate labor contracts, sell off city assets and maintain the salaries of elected officials.
