State senators have failed to act on three bills Detroit Mayor Dave Bing says are critical to his plan to update the city's aging street lighting system.

The bills weren't part of the agenda Wednesday when the Senate convened for one day. It's unclear if there will be votes on the bills when senators return next month from summer recess.

One bill lets some cities put lighting authorities in place. Another would allow part of a utility users tax to fund public lighting. The third would eliminate the rollback of Detroit income taxes.

The strategy calls for a backlog of 3,300 reported light outages to be fixed within six months after the creation of a public lighting authority.

Bing announced his plan for street lighting last week. He says passage of the bills will allow let Detroit invest up to $160 million to modernize the system.
