Sources say state will present consent agreement to Detroit

City facing nearly $200 million budget deficit

DETROIT – Local 4 has learned that Michigan Gov. Rick Snyder will present a consent agreement to Detroit Mayor Dave Bing and the City Council on Tuesday.

This would prevent an emergency manager taking over the city's troubled finances.

A consent agreement would set financial goals for the city and privatize some services.

Detroit faces cash flow problems and a nearly $200 million budget deficit.

During an appearance Monday at the Detroit Athletic Club, Snyder was asked about an emergency manager in Detroit and said assigning one to the city "is a possibility, but it isn't something."

Snyder said he wants the city to "keep running the city."

In a statement, Bing spokeswoman Naomi Patton said the mayor had had discussions about the "content of a proposed consent agreement, said Kirk Lewis, Mayor Bing's chief of staff." The statement also said Bing wanted the agreement to be structured and "should be a collaborative effort between the city and state with core authority to carry out the agreement remains with the city."
