URGENT - New York Stop and Frisk

(CNN) -- A federal judge in Manhattan has ruled that a part of the New York Police Department's controversial "stop and frisk" tactic is unconstitutional. Judge Shira Scheindlin said Tuesday that police must stop making trespass stops outside a privately owned Bronx apartment building without reasonable suspicion.
