(CNN) -- In the wake of a number of financial and sexual scandals involving generals and admirals, Defense Secretary Leon Panetta has ordered a review of ethics training programs "to determine if they are adequate," he said in a memo to Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff. The memo was released to reporters Thursday during Panetta's overseas trip.
