DETROIT -

The Detroit City Council is expected to discuss the plan for Belle Isle Tuesday. The council will vote Friday on the proposal emergency manager Kevyn Orr and Gov. Rick Snyder agreed to.

They must either approve a deal to lease the park to the state of Michigan or come up with something better.

Under Orr and Snyder's plan, the state would lease the park from Detroit and take over operation of the recreational activities and roads. That would save the city $4 million annually.

Detroit would continue to cover the $2 million in water and sewer bills for Belle Isle.
