DETROIT – U.S. Attorney Barbara McQuade announced Thursday bribery charges against a former contractor with the Detroit Public Library.
James Henley is accused of bribing a public official from January 2007 until about July 28, 2008. He was the owner of Core Consulting and Professional Services at the time.

The Detroit Public Library official approved a proposal submitted by Henley's company to provide information technology work, and approved various extensions and change orders to the contract, according to the U.S. Attorney's Office. The library paid Core Consulting $1.5 million under the contract and, according to the indictment, Henley secretly paid kickbacks to the library official which totaled at least $600,000.

Moreover, Henley is charged with failing to file individual and corporate tax returns for 2007 and 2008. If convicted, Henley faces a maximum of ten years in prison and a fine of up to $250,000. The Indictment also seeks forfeiture of proceeds and payments associated with the bribery scheme.
