"Our concern is based on the number of concerts, throughout the country, in which ICP followers have created significant problems for local police departments," Royal Oak Police Lt. Thomas Goad wrote in a memo, which was obtained by Local 4.
Goad went on to explain that ICP followers, known as "Juggalos," are classified as an organized gang by the FBI. He also said extra police had to be called in for an ICP concert a few years ago when they performed in Ferndale.
The concert has been moved to the Fillmore in Detroit.
