DETROIT - The Detroit City Council has approved an 8.7 percent increase to water rates in the city.
The Detroit Water and Sewerage Department proposed the increase while citing thousands of delinquent customers who haven't been paying bills. The department also is planning improvements to its system and service.
The City Council approved the proposal with a 6-2 vote. Rate changes will begin July 1.
