Duggan, an ex-county prosecutor and former chief of the Detroit Medical Center, won last November's election, defeating Wayne County Sheriff Benny Napoleon.

Duggan is Detroit's first white mayor since the early 1970s.

State-appointed emergency manager Kevyn Orr runs Detroit's finances and the city is undergoing the largest municipal bankruptcy in U.S. history.
