DETROIT – Detroit Mayor Dave Bing and interim Detroit Police Chief Chester Logan announced changes Thursday to top management in the police department.
Two new assistant chiefs were appointed.

Former Deputy Chief Janice Butler, is coming out of retirement for the newly created position of Assistant Chief of Administration.
Paul Wills, a 27 year veteran of the force will also be appointed to the position of Assistant Chief of Patrol and Investigation in the city.
Other changes coming to the department include, the reassignment of some deputy chiefs and promotions of others after January.
Critics have questioned why the department is appointing new officers to high paying positions when the city is struggling financially.
The mayor says changes to the department will save the city close to $1 million on an annual bases.
The restructuring will ensure every available body is working more efficiently, Logan said.
The department also said 113 new officers are prepared to join the police academy by 2013 to help move the department forward.
