Osborn pulled out in front of a southbound car and was almost hit by the car, police said.

As an officer turned to get behind the motorized bicycle, police said Osborn turned off the roadway and onto the sidewalk, heading south at 30 mph. Osborn passed several driveways of businesses and narrowly missed being hit again by cars while he entered and exited parking lots, the officer said.

When the officer pulled Osborn over, Osborn said told police he doesn't have a driver's license because of past drunk driving convictions. Osborn showed signs of intoxication, officials said, and sobriety tests showed he was intoxicated.
