Police say the 52-year-old man was found with open half-pints of whiskey when arrested.

A neighbor, who lives near the yard on Burdette Street, called police after watching Phillips make his way inside the lot, just after 9:00 p.m.

The neighbor told police that a man was stealing bicycles from the yard and the same thing had happened a few days before.

Police arrived on scene and found Phillips riding one bicycle while wheeling another alongside him as he pedaled through the neighborhood.

The officer asked him where he got the bicycles. Police say Phillips admitted to stealing the bikes from the impound lot and said he only lived a few blocks away. Police went to Phillips' home and found four other stolen bikes in his backyard.

He is scheduled for pretrial on April 16, and was jailed on $750 bond.
