The city's treasurer, Carolyn Moceri, claims she had a "frightening encounter" with the mayor. She says Fouts became enraged and lunged at her during a meeting this past week.

She feared for her safety, she says. She sent a letter to the city human resources director demanding Fouts be ordered to undergo anger management.

"What I saw in that conference room is unprofessional. It's not something I ever want to experience again, and if I let this go I know it will continue," said Moceri. "This is not an easy thing for me to do. He's a very powerful man here in Warren."

Fouts released a statement in which he says he never bullied or threatened Moceri and never lunged at her. He says she had no reason to "fear for her safety" and she left the meeting on a friendly note.

The mayor also said the reason he and the city treasurer met privately was to try to establish a better relationship since they have had disagreements in the past.
