WARREN, Mich. – Warren Mayor Jim Fouts says his city is overwhelmed by the flooding caused by Monday's record rainfall.
"I think this is the worst I've seen as mayor," Fouts told Local 4 Monday night.
The mayor said about 500 people were stranded in the Lowes and Buddy's Pizza parking lots after flooding forced them off of Van Dyke Monday night.

In response the flooding, Fouts declared a "state of emergency" on Tuesday, which allows him to direct multi-agency emergency response within Warren among other things.

Earlier Fouts ordered city employees to report to work at 7 a.m. Tuesday morning for an "all hands on deck" effort to deal with the flooding.
However, even with police, fire, DPW, and sanitation departments responding, the mayor says "it is not enough."
Fouts says he would like the governor to call out the National Guard to assist recovery efforts, adding that federal assistance may be required as well.
