The Lofts@11 condo project was supposed to include two sets of red brick row houses, but only one was finished.

The building permits expired in May 2006 and now Royal Oak officials want to fill the holes.

According to published reports, the builders spent $500,000 into the unfinished condos just west of the downtown area.

Once the demolition is complete, the city will pass on the cost of the project to the landowner.
