DETROIT – An 18-year old Detroit resident was arraigned and formally charged for the December 13, 2013 shooting incident on Kelly Road near Elkhart. The suspect allegedly fired at least two shots from a handgun at close range at a 49-year old victim as he was driving his vehicle. The victim had been followed by the suspect and a group of others after they were ejected from the Eastland Mall. Threats turned to an attempted murder when the victim tried to flag down a Harper Woods Police Officer. Two rounds struck the victim's car door in the incident, but he was not injured.
The suspect, Qwoshawn Devonta Tolbert, was charged with:

If convicted, Tolbert faces up to life in prison. He is currently being held in the Wayne County Jail with a $500,000 cash bond.
Tolbert is facing similar charges with the Detroit Police Department for an alleged shooting he performed at a motorist in Detroit within an hour of the Harper Woods shooting. Several hours after the incident, Detroit Police arrested the local for possession of a handgun. Tolbert was transferred into Harper Woods custody after being identified as the suspect in the initial incident.
