He is hoping lawmakers will approve his proposed plan for a $350 million contribution from the state for the bankruptcy.
Democrats are concerned with making sure the plan has little impact on Detroit pensioners.
Orr's meetings will span two days and includes a meeting with Speaker of the House James Bolger.
It will be Orr's first visit to the capital since he announced his plan of adjustment back in February.
