HIGHLAND PARK, Mich. - Highland Park and Royal Oak Township are the latest local governments to fall under financial emergencies.

Two separate financial review teams handed their reports to Gov. Rick Snyder, who now has 10 days to decide if emergency managers are needed in the communities.

Alternatives do include a consent agreement, a neutral evaluation process and Chapter 9 bankruptcy.

Highland Park Mayor DeAndre Windom reportedly has said he does not want an emergency manager or mediation.
