Questions raised about Wayne County Sheriff's college contract

Wayne County Community College officials question community outreach plans

DETROIT - Wayne County Sheriff Benny Napoleon is drawing questions about his plans to spend part of a security contract with Wayne County Community College.

The sheriff wants the county commission to approve using part of a $700,000 WCCC security contract for community outreach. But an attorney for the college says community outreach is not part of the contract.

Local 4 has learned about some of the appointments to the community outreach program. Sheriff's department media relations officer Dennis Niemiec would be assigned to a task of developing strategic plans for implementation related to inmate re-entry, mortgage foreclosure, internet crime and anti-bullying.

Sheriff's department executive Kristina Robinson would be assigned to a task of providing legal analytical support services to the sheriff's office, research and analysis related to the best practices in law enforcement.

And Alpha Municipal Consulting would be assigned to encourage participation in the law enforcement profession.

The assigned tasks may be forms of community outreach, but do not have anything to do with the community college.

Local 4 has also learned that Alpha Municipal Consulting is owned by Inkster Mayor Hilliard Hampton, who is a retired Wayne County Sheriff's deputy

Coincidentally, the police chief of Inkster is Hilton Napoleon, Benny Napoleon's brother.

Paula Bridges,  a spokesperson for Sheriff Napoleon, responded to those who say the community outreach program is not in the college contract.

"You can call it an apple or you can call it an orange or a tomato. They are providing services. It's been in place for some time now," Bridges said.

Some members of the Wayne County Commission remain skeptical about the plan.

They want to wait at least another week before considering approval.
