The girl was dead upon arrival. Police say the child was brought into the hospital with bumps and bruises on her head and chest -- obvious signs of abuse.

The 24-year-old mother of the child and her 33-year-old boyfriend, both from Detroit, have been arrested in connection to the incident.

Police are continuing to investigate the situation.

"These are children, who didn't do anything wrong, and we're supposed to protect them, and we didn't," said Detroit Police Assistant Chief Steve Dolunt. "And I don't know what goes through someone's mind that would do that to a kid. On Sunday we had a 6-year-old shot. That was senseless. I don't know what people are thinking ... the kid's three. There's no excuse. I'm sorry."

The mother and her boyfriend are expected to face murder charges.
