Police said the motorcyclist was killed on impact.

Witnesses told police that the driver and his 23-year-old passenger were arguing about whether to leave the scene. The 23-year-old asked the 18-year-old not to leave, but when the 18-year-old left, the 23-year-old followed him, witnesses said.

Police found the 23-year-old first, and he identified the 18-year-old driver. Both men were arrested.

The 23-year-old man was released after cooperating with officials.

The 18-year-old faces 20 or more years in prison. Driving on a suspended license and causing death is a 15-year felony and leaving the scene of an accident is a 5-year felony.

The 18-year-old could be arraigned as early as Thursday.

Police are still investigating the incident.
