DETROIT – A case petition has been released that describes the alleged abuse of the previously missing 12-year-old boy Charlie Bothuell. The document describes claims that he was beat with a PVC pipe.

The petition also alleges that Charlie's stepmother, Monique Dillard-Bothuell, placed him in the basement and told him not to come out, no matter what.
