Federal complaint: Michigan woman smuggled heroin from Africa

Agents say drug was concealed in package of hair weaves

DETROIT – Federal charges have been issued against a woman who is accused of smuggling heroin from Central Africa to Michigan in packages of hair weaves.

According to a criminal complaint, Wanda Brown, 60, is facing charges of intent to distribute heroin and importation of heroin.

In the complaint, Homeland Security investigators said they intercepted a package from Burundi en route to an apartment in Livonia Sunday and found 133 grams of heroin in it.

That same day, another package en route to the same address was also intercepted by investigators. Inside were five packages of hair weaves on cardboard backers.

"Affixed inside the layers of cardboard were packages of off white color powder inside a plastic wrapper" that tested positive for heroin, according to the complaint.

Investigators seized 183 grams of the drugs in that package.

Federal agents did a controlled delivery of the package and arrested Brown after she signed for the package.
