"I looked at my picture and saw that they dressed me up as a Nazi," Lalli said. "I saw that, and it brought tears to my eyes."
Lalli, an American veteran, did two tours of duty in Vietnam. He said seeing the Nazi uniform deeply upset him.
"I fought for this country," he said. "And I deserve a little bit better than this."
The only people who have reported receiving the flyer are candidates in the upcoming election.
"As far as I am concerned the people that did this are cowards because they didn't sign their name to it," Lalli said.
His face was placed of a picture of a character from the 1960's TV show, "Hogan's Heroes."
Lalli said this attack won't stop him from running for City Council in November. He said he has not decided whether he will file a formal complaint with police.
