Man charged in murder, dismemberment of transgender teen
Teen acted as drug informant, helped arrest her suspected murderer
DETROIT – Shelly Hilliard, a transgender 19-year-old, was found dead on the Interstate 94 freeway roadside near Detroit's east side.
Caseem Raqib has been charged with murdering and dismembering Hilliard.
Hilliard's mother, Lyniece Nelson, expressed relief upon learning of Raqib's arrest. She called it "a blessing."
Only the teen's charred torso was found, which was identified by a tattoo after three weeks of investigation.
Hilliard was an informant who provided incriminating evidence against her killer. The Oakland County Sheriffs Department said that Raqib was never told Hilliard was involved in his arrest.
Hilliard had been arrested in relation to drugs in the past. She acted as an informant as a bargain for her former arrest.
Hilliard's family was unaware she had been working with police as a drug informant.
The next hearing in the murder case is scheduled for Dec. 22.
