Charges expected to be filed against driver
Two children were seen seated in a toy car strapped to the top of an SUV in Jalisco, Mexico, according to witnesses.
Stunned drivers who saw the double-decker say the children were wearing jackets to ward off the rainfall.
Charges are expected to be filed against the driver of the fast-moving vehicle when they are identified.
