The building hasn't been used since 1982, but it was built in the late 1800s for Union Civil War veterans.
The project includes the build out restaurant space on the first floor, commercial office space on the second through fifth floors and also include a museum tribute to the veterans. The project is expected to create 96 jobs and includes total capital investment of $4.4 million.
