MOUNT CLEMENS, Mich. – Three Macomb County residents have pleaded guilty in a multimillion-dollar Paycheck Protection Program (“PPP”) fraud scheme.
Rita Shaba, 39, of Macomb and Samer Kammo, 45, of Shelby Township, pleaded guilty Tuesday, Aug. 26, to conspiring to commit wire fraud and bank fraud. Christina Anasi, 35, of Shelby Township, previously pleaded guilty to the conspiracy.

All three were initially charged with conspiracy to commit wire fraud and bank fraud, wire fraud, bank fraud, false statements in connection with a bank loan, and aggravated identity theft.
According to authorities, the three submitted fraudulent PPP applications for several businesses that misrepresented payroll information and falsely certified that the loan funds would be used for permissible business-related purposes.
The defendants allegedly submitted fictitious payroll, health insurance, bank, and tax records to support the PPP loan applications.
Together, they received over $3 million in fraudulent PPP loan funds. Law enforcement has seized and recovered more than $2.1 million of those funds so far.
Sentencing dates are set for early 2026: Shaba on Jan. 5, Anasi on Jan. 7, and Kammo on Jan. 15. Each faces up to 30 years in prison.
