Patrol officers, animal control, and investigators reviewed the video and worked together to identify a suspect and build a case.

Detectives said they developed information that led the department’s FAST unit, the Fugitive Apprehension and Surveillance Team, to locate and arrest Bradley Allen.

Allen was arraigned on third-degree animal torture, a four-year felony, and a misdemeanor count of cruelty to an animal, the department said.

The court set bond at $7,500 and ordered that Allen have no contact with, possession of, or ownership of any animal commonly kept as a pet.

The Sterling Heights Police Department encouraged residents to continue reporting suspicious or concerning activity, saying community members serve as the eyes and ears of the neighborhood and play a critical role in protecting people and animals.

Officials also recognized the resident’s compassion for Winnie and reaffirmed that acts of animal cruelty are taken seriously.

Police said the case demonstrates how cooperation, vigilance, and shared responsibility help keep Sterling Heights the safest big city in Michigan for people and animals.
