'Why?': Toddler's memorial vandalized again

A small memorial for Max Anderson -- a toddler who drowned -- is being taken apart piece by piece. His mom says someone she believes is a neighbor has been removing items and damaging other memorials nearby. Harrison Township says the memorial isn’t illegal, so she’s left asking: if it’s allowed, why is it disappearing?
