Police said the shooting appeared to be unprovoked, with the suspects driving up and firing into the gathering.
Shell casings were found in three locations: an alley west of the park, the street in front of the park, and the rear corner east of the park.
It is unclear how many shooters were involved.
Williams said it is still early in the investigation, and police are seeking witnesses.
He said they are also working to interview the victims as more information becomes available.
Police said the man who was killed was in his early 30s, and the two injured women were in their late 20s. There have been no reports of any homes being shot at.
