EASTPOINTE, Mich. – A judge has denied bond for a man accused of raping a 12-year-old girl in Eastpointe.
Andrew Logan Williams, 52, has been charged with first-degree criminal sexual conduct with a victim under the age of 13, second-degree criminal sexual conduct with a victim under the age of 13, kidnapping and child sexually abusive activity. He was also charged with being a habitual third offender.
He appeared in court virtually before Macomb County Judge Kathleen G. Galen for his arraignment on Monday, Oct. 6, 2025. You can watch the full arraignment in the video at the top of this article.
Williams is accused of pulling a 12-year-old girl off the sidewalk and raping her at his home on Crescentwood Avenue in Eastpointe on Monday, Sept. 22, 2025. He is also accused of taking explicit photos of the minor.
The victim was able to escape and tell a neighbor about what had happened. The neighbor then contacted the police.

During the arraignment, Williams stood mute, and a not guilty plea was entered on his behalf.
The prosecution asked for a $3 million cash/surety bond, no 10% and home confinement with a GPS steel cuff tether if released. When asking for this bond, they said that Williams is a danger to the community, with a prior conviction, and is on the sex offender registry.
They also said that he was a flight risk, noting that immediately after the alleged assault, he fled to New York, where he was arrested about an hour south of Buffalo, on Tuesday, Sept. 23, 2025. Williams was then extradited to Michigan to face charges.
Williams’ defense attorney said that his client denied fleeing the state and denied making any valid confession, and left it to the discretion of the judge to set bond.
“The court finds the current charges are violent and predatory in nature, involving a child under the age of 13,” Judge Galen said. Defendant’s prior convictions involve similar sexual offenses against a minor out of Wyoming. Defendant’s habitual status and potential for a life sentence create a strong incentive to flee."
The judge said the protection of the public, particularly children, is a “paramount concern” in this case.
“There is no condition of release that would reasonably ensure community safety or the defendant’s appearance,” Galen said. For those reasons, I am not going to be giving him a bond.”
Williams’ probable cause conference has been scheduled for Oct. 15, and his preliminary examination is set for Oct. 22. An attorney will be appointed to represent Williams.
“This office takes crimes against children with the utmost seriousness,” said Macomb County Prosecutor Peter J. Lucido. “We are committed to pursuing justice for the victim.”
