Becoming an Eagle Scout is a rare honor. Two years after girls were first allowed into the Boy Scouts, almost 1,000 of them rose to the top rank of Eagle Scout. The Monroe County Prosecutor’s Office refiled charges against Phillips in July after an opinion from a licensed child abuse medical expert became available, among other factors, but her location was uncertain at the time of reauthorization. She was arraigned in Monroe County 38th Circuit Court Oct. 20 and attended a probable cause conference Wednesday morning. It was reassigned to the Lenawee County Prosecutor’s Office by the Michigan Office of the Attorney General.
