Minnesota House pulls $35M security fund for officer trials

Minnesota officials clash on security plan for Chauvin trial

โ€œActions to defund the police have consequences.โ€House Republicans echoed Gazelka's statement at a news conference of their own, saying the proposed fund does not address what they see as the increasing demonization of law enforcement. The governor was criticized by Republicans last summer for not sending in the National Guard sooner to quell unrest that turned violent in Minneapolis and St. Paul after Floyd's death sparked worldwide protests. AdPublic Safety Commissioner John Harrington said the state is coordinating with the FBI and the federal Joint Terrorism Task Force, in addition to more than 200 chief law enforcement officers across the state, to prepare for next month's trial. Harrington said the proposed fund would help reimburse law enforcement agencies from other parts of Minnesota, which he said are willing to send personnel but concerned about the extra costs. The House public safety committee approved the proposal Tuesday, with an additional provision requiring law enforcement agencies to follow a model policy created by the state's police licensing board for responding to protests.

Experts say experience convinced Midwest of virus dangers

Since the middle of November, the entire region has returned to levels similar to those seen in October. Governors have used the declining numbers to justify their divergent approaches to fighting the pandemic, even jousting at times. As the pandemic crept into communities across the Midwest, more people had loved ones, friends or acquaintances fall ill or die. Many health experts warned that the region was ripe for widespread infections, especially as the weather cooled and people gathered inside, making it easier for the coronavirus to spread. Other experts say some pockets of people, such as those who work in meatpacking plants where infections were widespread, had experienced such high rates of infections that the virus has slowed.

With no idea how to navigate the criminal justice system, he said, many were easily convinced by defense attorneys to sign plea deals even when they werenโ€™t guilty. โ€œWe need to make compassion and redemption part of our criminal justice system.โ€Burrellโ€™s sentence was commuted to 20 years, but he was not pardoned.

Minnesota juvenile lifer walks free after 18 years in prison

Just hours after receiving the news, he walked out the front door of Stillwater prison into below-freezing temperatures. The AP investigation that followed sparked national outrage and gave Burrellโ€™s family and community organizers the ammunition they needed to get Klobucharโ€™s attention. One had his 16-year prison sentence cut to three. He said the justice system failed his family, and media coverage and support for Burrellโ€™s release overshadowed his sisterโ€™s death. Edwards III, Tyeshaโ€™s brother, said news of Burrellโ€™s release is especially hard after the death of his mother last year.

Minnesota regulators deny request to delay Line 3 pipeline

The Red Lake and White Earth Bands of Chippewa asked the independent Public Utilities Commission to stay its earlier approval of the project, citing pending litigation before the Minnesota Court of Appeals. Attorneys for the two northern Minnesota tribes argued that allowing construction to continue would cause irreparable harm should the court rule in their favor. โ€œWithout a stay, Line 3 would be constructed before the court could determine if the PUC broke the law, making the case moot," LaDuke said in a statement. Line 3 begins in Alberta, Canada, and clips a corner of North Dakota before crossing Minnesota on its way to Enbridgeโ€™s terminal in Superior, Wisconsin. The replacement segments in Canada, North Dakota and Wisconsin are already complete, leaving only the 337-mile (542-kilometer) stretch in Minnesota.

With no action by Washington, states race to offer virus aid

Faulting inaction in Washington, governors and state lawmakers are racing to get needed pandemic relief to small businesses, the unemployed, renters and others affected by the widening coronavirus outbreak. Funded through the CARES Act, it offered grants to small businesses, bars and restaurants, low-income renters, arts groups, and colleges and universities. โ€œItโ€™s shameful that they have not acted in Congress, especially (Senate Majority Leader Mitch) McConnell and the Republican Senate, to throw a lifeline to small businesses,โ€ he said. Republicans have proposed a $300 million aid package to small businesses and nonprofits, but the legislation is stalled. โ€œThis isnโ€™t like all the blue states are hurting and all the red states are humming along.

NEW YORK โ€“ When nearly a half-million motorcycle enthusiasts gathered in South Dakota this summer, health experts worried the gathering would ignite new outbreaks of coronavirus cases. Minnesota officials counted 86 cases that they said were related to the rally โ€” 51 people who went to Sturgis and 35 who came into contact with those people later. The rally has been a source of contention between the governors of Minnesota and South Dakota. Tim Walz criticized South Dakota Gov. Walz, a Democrat, said the Sturgis rally was โ€œabsolutely unnecessary."

The new research doesn't show wolves reduced the total beaver population in Voyageurs National Park, but that they influenced where beavers were able to build and maintain dams and ponds.

Judge lets ex-cop charged in Floyd's death live out of state

Floyd died after Chauvin, who is white, pressed his knee against Floydโ€™s neck for several minutes even after the handcuffed Black man pleaded for air before his death May 25. Chauvin was later charged with second-degree unintentional murder, third-degree murder and second-degree manslaughter. Tim Walz mobilized National Guard troops and state law enforcement officers to help keep the peace. Under the new conditions, he โ€œmust establish residency somewhere in the State of Minnesota or a contiguous state as soon as possible" and report it to his supervising officer.

11 Democratic governors vow that all votes will be counted

LANSING, Mich. โ€“ Eleven Democratic governors issued a joint statement on Wednesday defending American democracy, vowing that every valid ballot will be counted in the election after President Donald Trump sowed distrust during the first presidential debate. Trump claimed without evidence Tuesday night that mail voting is ripe for fraud, and he refused to say whether he would accept the results. More US churches sue to challenge COVID-19 restrictions

The Thomas More Society, which specializes in litigation on religious issues, filed a lawsuit Wednesday in California Superior Court against Gov. A few churches have been openly defiant, including one in California's Ventura County which held indoor worship services Sunday despite a judges temporary restraining order. Earlier this year the U.S. Supreme Court upheld state COVID-19 restrictions on religious gatherings in a suit filed by South Bay United Pentecostal Church in Chula Vista, California. In June a federal judge blocked New York state from enforcing restrictions on indoor religious gatherings to 25% capacity when other types of gatherings were limited to 50%.

The Aragon region in northeastern Spain recorded the highest confirmed infections, with 511, followed by the Madrid region (372). ___TOKYO Japanese Prime Minister Shinzo Abe is expressing concern about the recent increase in coronavirus cases. Denny Tamaki issued the regions own emergency declaration, with daily confirmed cases reaching a record 71 people Friday. Reported cases nationwide reached a record 1,463 people, topping the 1,305 cases confirmed by the health ministry on Thursday.

Minnesota lawmakers ban neck restraints after Floyd's death

The Minnesota Legislature passed a package of police accountability measures early Tuesday that includes a ban on neck restraints like the one that was used on George Floyd before his death in Minneapolis. Passage of the measures comes after nearly two months of negotiations that followed Floyd's death May 25. The Democratic governor had to call the special session to give lawmakers a chance to rescind the emergency powers hes been using to respond to the coronavirus pandemic. The session also gave legislators another chance to pass the policing measures and a bonding bill, which they were unable to agree on during last months special session. The bonding bill fell to the wayside as legislators worked to pass police reform as time expired on the session.

I'm deeply disappointed that Senate Republicans ended the special session before our job was done," Senate Minority Leader Susan Kent tweeted. Were not walking away from Minnesota here, but I think we could all benefit from a breather, Gazelka said just before adjournment, Minnesota Public Radio News reported. The special session was necessary for Democratic Gov. If Walz seeks to extend his emergency powers an additional 30 days, he's required to call another special session for July 12 to let lawmakers object.
