So someone books a weeks camp ground stay in February for an August stay but then finds out they have a graduation party or a wedding or something else pops up and their plans change and they loose their entire deposit because they have to cancel all or part? How smart does that sound? That’s how you end up with empty unused spots, it helps no body.
