A new report by the Institute of Highway Safety finds many backseat passengers are not using a seatbelt.

The agency's survey found many who don't buckle up think they are safer in the back seat, even in a taxi, Uber, or LYFT.

Only 29 states and Washington D.C. require back seat safety belt use.  In Michigan, those 16 and old are not required to wear a seatbelt in the backseat.
