OAKLAND COUNTY, Mich. – An Oakland County man allegedly produced and possessed child pornography, as well as coerced children and told people to carve his name on their bodies.
Justin Miller, 23, from Farmington Hills, faces multiple federal charges, including producing and possessing child pornography.
Miller was charged in a federal criminal complaint, which detailed his participation in online groups as a Nihilistic Violent Extremist (NVE) since March 2024.
According to court documents, Miller used Telegram, Kik and Snapchat to exchange messages with children online.
He reportedly requested “cutsigns” or “signs” from people. Federal agents said “cutsigns” are often the usernames of extorters carved into the flesh of the victim.
He also reportedly asked for self-harm content from other users on Telegram. The criminal complaint claimed Miller went by usernames containing “swampy” or “sugasniffer.”
Court documents claimed Miller said in the chats, “People cut my name in their skin,” and “Cut daddys name.”
He reportedly threatened to dox people if they didn’t send in new photos, according to messages he sent on Telegram.
Doxxing is an act of someone publishing a person’s personal and private information publicly, typically with malicious intent.
It was noted in court documents that Miller’s Telegram account had two files depicting “cutsigns” of his username between February and May 2024.
One of the videos reportedly found on Miller’s Telegram account included a video of someone who appeared to be hanging themselves with the name “swampy” cut on their body.
He also allegedly discussed in a 764-related group chat about watching animal gore content. “Lmao have u seen the guy who cut up the puppys,” he reportedly wrote.
What is 764?
According to the FBI, 764 and related groups are Nihilistic Violent Extremists who engage in criminal conduct within the United States and engage with other extremists.
The 764 network’s goals include social unrest and the downfall of the current world order, including the United States government, said the FBI.
Members of 764 work with one another towards a common purpose of destroying civilized society through “the corruption and exploitation of vulnerable populations, including minors.”

Connection with another 764 member in Michigan
In May 2024, Miller reportedly talked on Telegram about having a possible relationship with the user “Rabid.” Authorities said “Rabid” was the username of 764 member Richard Densmore, who was sentenced to 30 years in federal prison for sexually exploiting a child in November 2024.
How FBI found Miller
In July 2025, FBI agents went to a home in Newaygo after finding the IP address associated with Miller’s Telegram account.
When they arrived at the home, they met Miller’s mother and brother, but not Miller.
After interviewing his mother and brother, they said Miller often used “swampy” and “sugarsniffer” as usernames for his social media accounts. They also said Miller uses multiple phone numbers for his accounts.
Miller’s mother confirmed with FBI agents Miller’s current phone number and where he lived.
In August 2025, the National Center for Missing and Endangered Children reported to the FBI that accounts with the usernames “swampy” and “sugasniffer” also had a Kik account.
The Kik reported account had at least ten files containing child pornography between May and June 2023.
FBI agents tracked the email associated with the Kik account and found a residential address in Farmington Hills.
The FBI also received a tip that another email address linked to Miller was associated with a Snapchat account that had multiple files of child pornography and possibly engaged in grooming behavior with a child back in August 2024.
The email’s IP address was linked to the Farmington Hills address.
The FBI executed a search warrant at the Farmington Hills home on Sept. 10, 2025, and seized Miller’s phone, gaming computer and Spectrum router.
Admits to possessing, producing child porn
During an interview with authorities, Miller reportedly admitted to using different variations of the moniker “swampy” on social media and messaging platforms. He also had an email associated with the name “sugasniffer.”
FBI agents said Miller voluntarily gave authorities access to his phone.
Court documents state that Miller told the agents he was aware that the sexually graphic images and videos on his accounts were of girls between 15 and 16 years old.
Miller reportedly said he told the young girls how to pose or what sexual acts to engage in and admitted to having a substantial role on Telegram as the administrator for the channel that promoted self-harm.
Miller faces federal charges of production of child pornography, possession of child pornography, coercion and enticement of a minor, and interstate transmission of extortionate threats and threatening communications.
