SOUTHFIELD – The city of Southfield recently approved a $65.1 million redevelopment project to transform the former Blue Cross Blue Shield campus at 11 Mile and Inkster roads into a mixed-use residential community.
Developers say plans for the campus include converting two former office towers into a mix of workforce housing, ground-floor retail space, and opportunities for future commercial development.

In a statement released on Monday, Southfield Mayor Ken Siver said the development demonstrates the city’s commitment to utilizing aging commercial properties by transforming them into “vibrant destinations that meet today’s market needs.”
“By attracting significant private investment and creating new workforce housing opportunities, we are strengthening our tax base, supporting local businesses, and continuing to position Southfield as a premier place to live, work, and invest,” he said. “Every new housing project brings us one step closer to achieving our goal of expanding housing opportunities across Southfield.”
The project, led by DV Properties, LLC — an affiliate of New Hampshire-based Brady Sullivan Properties — is expected to bring 305 new workforce housing apartments that will be marketed to households earning up to 120% of the Area Median Income, with at least 10% of units reserved for households at or below that income level.
City officials say the project will also generate additional revenue to support municipal services by increasing contribution to the city’s tax base.
Blue Cross Blue Shield vacated the property in 2012, relocating roughly 3,000 employees from the Southfield complex to the GM Renaissance Center in downtown Detroit.
Construction timelines and updates on the redevelopment will be shared as the project progresses, officials said.
