Detroit man charged in fatal shooting of elementary school janitor on city’s east side

DETROIT – A 43-year-old Detroit man has been charged in connection with the fatal shooting of a Chrysler Elementary School janitor earlier this month, according to the Wayne County Prosecutor’s Office.

Prosecutor Kym Worthy announced charges against Kevin Flagg in the death of 25-year-old Devin Burns, also of Detroit, on Tuesday (July 14).

Detroit police officers responded about 5:17 p.m. July 3 to Chrysler Elementary School in the 1400 block of East Lafayette Street for a reported shooting.

Officers found Burns on the ground suffering from a gunshot wound to the chest. He was taken to a local hospital, where he later died from his injuries.

Prosecutors allege a verbal dispute between Flagg and Burns escalated into a physical altercation before Flagg pulled out a handgun and fired, fatally striking Burns.

Flagg has been charged with one count of second-degree murder, one count of manslaughter, and two counts of felony firearm.

He was arraigned on July 11 in the 36th District Court and was given a $250,000 cash or surety bond.

During a bond redetermination hearing on July 13, the bond was reduced to $150,000 cash or surety.

A probable cause conference is scheduled for July 20 at 8:30 a.m.

The preliminary examination is scheduled for July 27 at 8:45 a.m.

The case remains pending.
