Two businessmen have been charged with trying to conceal a sanctioned Russian oligarch's ownership of a luxury yacht seized in Spain last year by the U.S. government, the Justice Department said Friday. An arrest warrant has been issued for Vladislav Osipov, a dual Russian and Swiss national who the Justice Department says was an employee of Viktor Vekselberg, a billionaire Russian oligarch and ally of Russian president Vladimir Putin. Another defendant, Richard Masters, was arrested by Spain at the request of U.S. authorities.

The United States and allies are again escalating sanctions against Russia after evidence that Russian troops murdered Ukrainian civilians in a town near Kyiv.

"Today marks our taskforce's first seizure of an asset belonging to a sanctioned individual with close ties to the Russian regime. It will not be the last," said Attorney General Merrick Garland.

The yacht is among the assets linked to Viktor Vekselberg, a billionaire and close Putin ally who heads the Moscow-based Renova Group.

U.S. authorities accused Viktor Vekselberg of conspiring to commit bank fraud and money laundering in order to obscure ownership of his massive yacht.

The U.S. government has seized a 254-foot yacht in Spain owned by an oligarch with close ties to Russian President Vladimir Putin.
