Mayor Duggan outlines land tax value plan in Detroit

Detroit Mayor Mike Duggan has pitched a land value tax, which would flip the current tax structure. Those who own abandoned properties, parking lots, scrap yards, and similar properties would see the mills go from 85 to 189.
