Police said during the past three months about $1,000 has been stolen from parking meters in Brimingham. Officers set up surveillance cameras to help determine when the thefts were occurring and who was responsible.
O'Neill and Slattery were found early Monday morning near Purdy and Daines streets. Officers watched O'Neill approach a parking meter, empty it of coins and proceed to S. Old Woodward Avenue.
She was arrested as she approached a vehicle driven by Slattery. He had dropped her off at the area earlier in the morning, police said.
Police found a homemade device on O'Neill's body which she used to catch the coins as they came out of the meter. She also had $3.20 in change on her. A fabricated key also was found on the ground next to her. Police said the key was used to open the parking meter.
Slattery had a 19-month-old child in the vehicle with him. Child Protective Services turned the child over to his biological father. The child is O'Neill's grandson, police said.
Both O'Neill and Slattery were arraigned Tuesday.
